Hazardous Materials Permit Check
Tests whether handling the materials requires a toxics permit on the date checked, under the classification-and-exemption regulations, and shows the filing date that will apply to the activity under integrated licensing.
1. Date of assessment
The date decides which law is applied. Until 05.09.2027 the classification-and-exemption regulations apply; from that day the Level א׳ / Level ב׳ regime takes effect.
The law being applied: תקנות החומרים המסוכנים (סיווג ופטור), התשנ״ו-1996. The determining day was postponed from 01.01.2027 to 05.09.2027 by an order published in Reshumot 12481 on 20.07.2026.
2. Type of activity
For the submission dates under integrated licensing. Activity thresholds are shown in the words of the law and are not calculated — rule (2) of the schedule sets the threshold by the maximum that can be reached.
3. Substances
19 First Schedule items are loaded. A substance that is not on the list is marked as missing data — the absence of an item is not a finding that the activity is exempt.

What to expect under integrated licensing
No Part A activity selected. Choosing one will show the current submission date.
Part B of the schedule (104 rows) is loaded as data only. Its decision engine stays off until the following questions are settled:
- What an empty cell means against a dash — both marks appear in the same column and the law does not explain either. LEGAL_SEMANTICS_REVIEW_REQUIRED.
- Group O appears in the table and is not named in the aggregation formula in rule (6)(c).
- A substance named individually is not assigned in the table to H/E/P, so its place in Σ(q/Qu) does not follow from the law.
- The director's instructions under section 13א(b) — SOURCE_MISSING. The CLP classification boundaries depend on them.
