Source first, calculation second
A formula that can be coded is not a formula that can be published. A tool goes live only when the values it rests on — thresholds, coefficients, tables and classifications — come from a document we hold and can point to. A tool without such a source is not given estimated values to fill the gap.
What that means in practice: a number shown by a tool is a number with a source, not an estimate that looks reasonable.
